I got this UGLY plastichrome grille on my V and its KILLING me...I know I've seen threads on the proper way to prime and paint these pieces but I can't find them...

Well to paint the grille on your "V" scuff it with some 180 grit or something, then paint it... make sure its clean too. Its not that hard... at all.

Isn't there a certain primer that should be used for plastics though?...

hit it with 180 or so to get the faux chrome off then fine sand it with 400 to get it nice and smooth then paint it with the paint of your choice, krylon fusion is supposed to stick to plastic better but i did mine with a 96 cent can of gloss black and a 4$ can of metallic
