I been lookin at new rims for my 84 245
I know the bolt pattern has to be 5 - 108mm
the offset is either 20mm or 25mm
My question is, can the offset be bigger or smaller, why or why not?
I searched the forums for an answer but couldn't find what I needed

The offset can be whatever you want! Doesn't mean it's going to fit on your car though...
More offset (ie. +38mm) would make the wheel tuck under your car more- the rim would probably hit your front struts before it was fully seated. That's a pretty common offset for front drive cars. A smaller, or negative offset would make the wheels stick out of the wheelwells- you can imagine it wouldn't be pretty- cosmetically or mechanically.
I assume you're checking because you can get 5x108 bolt pattern wheels, but with higher offsets? You can use them, but you'll need to buy spacers to get the rims to fit with your chassis/suspension.
See if googling for some diagrams and more explanations can clear things up if I didn't

Nope, you cleared it up perfectly, I just didn't know which way offset went
so 25mm or less or even negetive would most definsately fit

so for spacers i could just get a peice of metal that was however think i needed it to be, and drill some holes in it to fit my bolt pattern?
of course i would need longers studs as well..
