I have see the tread with pic about cloking a 15g but i dont understand why it is needed open the turbo. Can i just "slack" the center clamp and rotate it ???

the problem with only moving the exhaust side relative to the midsection is that the cold side will be facing in a different direction from the original turbo. I have gotten away with only clocking the exhaust side. Loosen up the clamp, take of the hotside clean up where it makes contact and then fit the hotside onto the exhaust manifold. Then line up the midsection so that the oil lines and water lines will fit dead on. You will end up with the coldside outlet facing away from the engine if it is a 15g off a FWD car. But if you have a non-stock IC setup you can make it work.

You can not slack it as in the pics it shows there is a Guide pin that you have to remove that keeps it from spinning free

^ yes i forgot you do have to pull out the guide pin but all that takes is 20 seconds with a good vice grip

I just drilled a new hole for the guide pin....

Thats another way to do it but it takes a bit more work.
Not really necesary if you are just trying to slap it together real fast.
But it will help if you take it apart and want to rebuild it.
