DOT3 might not work as effectively as DOT4 in a system that's designed for the latter, but it won't make your brakes fail. They're based on the same chemicals, DOT4 just has some additives to raise...

It looks like people who use them for injector cleaning only submerge the tips. I wouldn't put an idle air control valve in one - sure, it'll get cleaned out, but the motor probably wouldn't fare...
