Kjet revs to over 7000, 45's will have no trouble at higher RPMs. Dont forget suitable valve springs with the cam. Its a B23 so reving is no issue

It is fairly rare to go over the 86mm stroke. What kind of use is this engine for?

The valves are easy enough, the head is going to need a fair bit of work to flow for that kind of cc.
