You could also remove the Vacuum hose from the WG and see if the vehicle will boost. I agree with all the above though.

Do you have power to the S terminal on the starter? If so, I'd recommend a voltage drop test on the feed and ground side of the starter circuit. Or you can use a hammer, either way lol

+1 with the above posts. How old are your tires? Also check for belt separation. You can raise up the front end and free wheel the front wheels and start your checks.

That seems reasonable. Another test you can do while you have your volt meter out is to turn on some heavy loads such as your blower motor, exterior lights and such and see what the voltage is then....

I would recommend a one step colder plug for that extra boost than stock.

I'd also try finding a stock air box and those cone filters will hinder performance on some of our volvos.

Did you check for power at the pump while cranking?

If you have no power at the pump, i would suggest looking up a wiring diagram and start doing some fault tracing on the wiring of that circuit.
