A thin layer of RTV is not a bad idea if you want make it easier to install (and remove). It won't harm the gaskets ability to seal. Promisering doesn't have much more experience than you.

I don't think there is a 4-stroke diesel motor that isn't interference. The VW IDIs are all interference. If the cam sprocket moved more than 10 or so degrees you might have bent something.

Don't need a machine shop to tell you if it needs bored, just buy a set of telescoping guages and measure the bore in the thrust direction and perpendicular. Check against specs and make the call.
