Just incase you did not know that turbo pictured is not an TD04HL-18T, and in some circles that is a bit of a no no to have something pictured as the wrong part.

Remove the tail shaft and inspect the governor on the back of the trans. The little valve there should move nice and freely, if not they you found your problem, very common thing to fail on these...

Manifold is a 90+, and while the cracks look bad and can be fixed it might be cheaper and easier to just get another manifold

But you need to remember that Scantech is also the main place to get the Meling 181 oil...

Or you could just buy a new bosch one for $40-70 that is rated at that pressure. Look around a lot of Porsches used anywhere from 3.5-4.2 bar on most of thier cars in the late 90's and early 90's
