I'd get a charcoal canister and rollover valve...

I'd get a charcoal canister and rollover valve setup from a later car. I think 80-81 just use a single vent from a check valve at the filler neck to the intake. Those kinda suck.

Unless the wheels have not made contact with their housings, rebuilding it at home is straightforward enough. Otherwise you can upgrade to a good used 15g.
