fill it with brake cleaner and let it soak a few...

fill it with brake cleaner and let it soak a few minutes. Then shake the bejeezus out of it until it frees up. You will feel the valve knocking about. Once that happens you can drain it.

Make sure that the throttle body idle switch is...

Make sure that the throttle body idle switch is positioned correctly and that you have no leaks in the intake system.

Also, drown the idle valve in brakleen until it's nice and loose.
