On the wheel hub underneath the rotors you need to brush off the rust and corrosion that builds up there. If you don't, the rotors won't sit flush and you'll have pulsating brakes even when new.

I went and installed poly bushings a long time ago from IPD to find them years later oval, pancaked and split. Also fresh after the install it made the car just feel fidgety in the steering wheel....
