Brake calipers are also different on ABS cars. They physically interchange on the spindle/strut, but the non-ABS cars have two hydraulic lines going to each caliper (whereas ABS cars have just one).

You are in all likelihood getting a correct 0-5V swing to your coil, but your meter is averaging the reading. Your coil should not be getting a constant 5V feed.
