Default Too happy of a tachometer

So, just bought a 90 740 turbo however, there are a few issues.

One being whenever it shifts the tach gets really "happy" and by happy i mean it will drop (or raise depending on upshift or downshift) to a "range" of engine speed.

for example normally it should shift to ~2k rpm but instead it shifts to 2k then up to 3k then down to 2.25k until it stops fluctuating and settles on whatever rpm it thinks it's going.

My auto transmission shifts really really hard too, so that might be part of the issue.

any thoughts on a fix?

Loosen, clean, then tighten the screws holding it to the cluster. Also, make sure to resolder the cluster.

I was going to do the resolder as the fuel gauge isn't working as well, but how do you remove the tach from the cluster? I'm afraid of breaking the needles.
