S/V/C Fuel tank leak still, with picture and "what is this part"?

Follow up, on our '98 S70 T5 if we fill up the tank too much it leaks from the top someplace.

I have no idea what that part is at the 12 o'clock position, however it is loose and I do not want to pry it off right now.

I overfilled the tank last night and you might be able to see a puddle on top of the tank near the access hole.
