How does a b21ft recirculate the boost it?s made when the engine is stock? I have not found any kind of bypass valve or anything

It doesn't. You can plumb in a CBV between the hot side IC pipe and the metal elbow that's between the fuel distributor boot and the coupler on the turbo. People usually use either the metal Pierburg valve from a Garrett T3 equipped 700 or a Bosch CBV from a Porsche or a Saab.
