960 TPS Never Reads Above 88%

I have an OBDII 960. Is it normal for the absolute throttle position reading to never exceed 88 (or so) percent?

Yes, the throttle plate is opening fully :D.
I replaced the sensor (thinking it might help with the shift pattern) and got the same result on the replacement... 88% at WFO. I would have expected more like 95% or so.

Sensor reads 6% at idle.
 
Wait. Is the throttle plate opening fully, or is it hitting the adjustable stops on the TB? (I'm a 240 person though so...)
 
If it's opening fully BEFORE it hits the hard stops on the TB then the adjustment isn't set properly for the plate itself (again, this is 240 knowledge talking).

If the TPS is reading "off" it may not be adjusted correctly either however there may be a software component that calibrates this in the ECU somehow so it recognizes that your min/max is actually min/max?
