Cannon H20 Cooled Manifold Purpose?

What is the purpose of water cooling the intake manifold that's used on a weber downdraft carb? No matter what brand intake manifold they are all h20 cooled. I've heard several different reasons like the intake is cooled to cool down the air gas mixture, to heat up the mixture in very cold temps or to keep fuel vapors from condensing on the runners. Anyone know?
 
My SWAG is the same - not for cooling, but for heating. Prevents fuel from pooling on the walls in cold weather.
 
My 2003 Toyota has coolant running through the idle valve to heat the throttle body for cold weather operation.

a lot of cars are like that based on location of the throttle body to prevent it from icing over and sticking.
