OK, i have had this volvo and it has been sitting for about a month cause i needed money to rebuild the head. So i do, then i realized when i was putting things back together that my exhaust manifold was warped. So i started to pull that off, when i saw my turbo(t3) and i stuck my finger in the inlet to see if it would turn. It didnt. so what does that mean, is it siezed, do i need new one, is it just a little stiff from sitting sooo long. Someone please help me sooon.
 
It shouldn't get stuck after only sitting a month. You can try some oil or something and loosen it up, but odds are tryckjavel is right. This might also explain why you're rebuilding the engine in the first place and why your manifold is warped...have a good close look at both sides of the turbo and see if all the blades are where they belong...
