You measured +12VDC at the solenoid but yes a bad ground (or feed) could be limiting the current flow. The next test would be to disconnect the feed wire from the solenoid and run a test jumper wire to that terminal direct from the battery +. Try it also with an additional ground jumper to a known good ground. See if that makes the solenoid thunk harder than what you are getting thru the internal circuitry wiring.

Test lamps are $3 at Harbor Freight. A meter is the wrong tool!!
