can I buy a downpipe flange for a td04 15g (straight housing)?

+1 on the V band flange, cant comment on filler as i didn't weld it.

Straight to the cast housing? Are you doing this yourself? You're either going to have to preheat the cast with a torch, not a rosebud, or do it as cold as possible. Preheat is the best method. 309 filler will work, but if you can find a nickel 99 welding rod, just knock the flux off it and use it as a filler rod. You're going to want to pool the stainless and pull it towards the cast. Cast is nasty. It has a lot of impurities, oil, and crap. You don't want that getting into the weld pool.
