240 Is this cable supposed to be here?

Bear with me, So I just saw this cable laying here last night as I was removing the battery. I coulda sworn it?s the first time I?ve ever seen it there. I feel like it?s supposed to be attached somewhere maybe? Or maybe I?m just tripping. Could anyone help me out here? I?ve attached a photo of it, it has a yellow arrow pointing towards it.

That is your 25a Fuse Holder.

I can't tell from the photo but the tab looks broken and is there a even a fuse in it?

It's normally hooked onto the fuse rail on the inner fender.

Yeah, there?s still a fuse on it. I just can?t seem to figure out where it goes exactly?
 
It attaches to the positive battery cable clamping bolt.

Except the bolt hole seems to have snapped off?

I'd just replace it with a modern waterproof fuse holder and zip-tie it somewhere safe and accessible (mine's on the coil bracket). Those old white ones tend to get corroded and then burn out/melt.
