Minor point: if it hasn't been drilled for injectors, it's not exactly an F head. It's also not a US spec head. This doesn't matter much, unless you want to sell it to someone, and they want to buy an F that will function as an F. With injectors.
If the car comes with DCOEs, the only reason to not use those is that the described engine doesn't really need that much carburetion. But just about anything is better than the downdraft on the engine now, so if it were me, I'd use them for sure. Mikunis are reported to work well, but are hard to get a hold of. I have a VPD set with manifolds and K&Ns if that's what you're really after. And I like DCOEs, so if someone wanted to trade...
I often hear that E heads are hard to use with pump gas but this has not been my experience. You do need to run Super, but other than that you shouldn't have any problems. My wife's daily runs an E on a +.030" B20 and D cam nicely, and I've bolted 7 or 8 of them together for customers. Works well.
Why not just mill the existing head and then bolt up the DCOEs? That seems like the quickest and most affordable option.
Then you'll want overdrive....
