2001 XC70 power steering problems

Power steering stopped working so I replaced the hose from the reservoir to the pump and the pump itself. Nothing changed. When I give it some throttle it works fine. Without throttle, no power steering at all. It also makes a hissing noise when you turn the steering wheel.

What should my next step be?
 
Could be a broken return line inside the reservoir. The most obvious symptom is if you open the reservoir cap when the car is running and the oil is foaming or seems to flow fast. Whine/hissing noise would also point towards that.
