timing belt prob... how to line up properly?

so i got the belt off and the tensioner ... got the new tensioner on(what a PITA)... and now i'm just finishing up lining upthe belt... I THINK the cam and intermediate gears turned a little yet both are still lined up on thier marks on the timing cover and on thebelt ... my prob is w/ the crank pulleys position ... how many teeth should the 2 white lines be away from wherever????

i don't see any mark on the crank pulley(gear in back) or on the cover for the crank and i don't trust just guessing and putting it all back together. so how do i make sure the top two gears are lined up properly w/ the crank???? is it the notch in the little washer that goes over the belt when isntalled? and that should line up @ about 10:30(clock wise) right?
