Ok so i finally got around to removing the turbo from the turbine housing and I didn't find a smoking gun. However on the plus side the turbine blades were not in contact with anything.
After talking to Herman at Cherry turbos he recommend the mating surfaces between turbine housing and the CHRA be sand blasted, to ensure you get as clean / tight as a seal between these components as possible.
Not wanted to shoot a bunch of sand around my engine a settled for a dremel with a wire wheel.
After cleaning the surface as best I could I reassembled everything and everything is quiet as it should be.
I am pretty certain that noise was the heat shield wasn't seated properly and it was rattling around.
Needless to say I will not be in the market for a 19T just yet. . . unless someone has a screaming deal.
