960 1991 960 B6304 No Start

I have a 1991 B6304 in my 740 complete with the Motronic 1.8 ECU and AW30-40.
It ran fine for two years and then after it sat for a few years it won't start.

It's firing on all 6 when spraying motor starter in the intake

It seems as the injectors won't open. I have +12 on the injectors so the relay is working.
I tried to measure on the injector connector if the ecu grounds the injectors when cranking.
It seems like it won't ground them.

Any idea what makes the ecu ground them?
Cam or crank position sensor?

I've tried a known good ECU
Made sure the ECU has ground
I have fuel pressure in the fuel rail
 
Test light from a positive source to the injector ground wire. Blink?

Or a noid light.


Crank sensor triggers spark and injectors. I've heard on white blocks the cam sensor is ignored during cranking.

If it runs on starting fluid that means the crank sensor is obviously alive. There is only one computer for spark and fuel on moronic, no?

I would look at trouble codes and see if there is any injector pulse, then go from there.
 
I measured with a multimeter. Maybe it's not possible to measure with a multimeter?
Yes one box for the engine management and one for the trans.
