VE in boost calculation formulas

Many sites I have looked present boost equations like the one shown on page 6 in https://www.garrettmotion.com/wp-content/uploads/2019/10/GAM_Turbo-Tech-103_Expert-1.pdf. In them they state that for a modern 16v 4 cylinder engine the volumetric efficiency is ~95% while in a pushrod engine closer to 80%. Now, https://strikeengine.com/engine-volumetric-efficiency-calculator/ implies that forced induction engines have much higher volumetric efficiency because of the, well, forced induction. So, is the first equation using N/A VE values?
 
I've seen both ways of reporting VE for boosted engines - some are 0 to 100%, with the boost effects being calculated separately. Some combine VE and boost together to give a VE of 0 to BoostMultiplier*100%. Occasionally I'll see a little over 100% for NA engines -- I'm guessing that this is some sort of ram intake tuning effect at high flow rates.

I find it easier to think about it using a 0-100% VE, with boost being a separate multiplier.
