I have the hard to find bolts but not the spacers. If anyone can measure and share the length of the spacers that would be a help for fabing some from tube stock

Seems to have the same bolts you mentioned... M14 x 2 x 120.
I assume the spacer would be the same? .75 x .96

Black iron pipe, I want to say 1/2" or 3/8", is perfect for the spacer you seek.

in case anyone finds this thread with the same questions. I got some galvanized 1/2" pipe from the hardware store and after some trial and error cutting it on a lathe, found that 1.15" was the magic number for length.
fun fact, even though it looks like your used OEM hitch has bent corners from its previous life, DONT STRAIGHTEN THEM! you'll just end up carefully re-bending them when you realize that even though it looks wrong, thats the shape of the chassis where the hitch mounts.
