To be precise, there are two of the items that Ian listed and one of these:

If you go to the GCP website you can call up the parts listing for the 140 and you will be able to get a diagram showing all the parts associated with the headlight mount.

FTFY and no, that's the headlight adjuster which is separate from the 3 headlight retainers.
Volvo's catalogs are notoriously inaccurate. For example, the '67-'72 140 catalog shows that only 2 headlight retainers are required. Also, the screw for the headlight retainer is available separately and it shows only 1 is required. The '73-'74 catalog has the correct information.
