wetland was autocorrected "wetsand"- to sand the finish with fine grit sandpaper while wetting the surface.
Flashtime is the term used to describe the time needed for the paint or clear to "flash" or get "tacky" and be ready for the next coat.
and "pretty flat" was referring the the bodywork, considering there used to be a hole in that quarter panel Im well aware that the finish looks awful, I have lots of work ahead of me correcting it, but this is the first time Ive painted anything, and with no help, bear with me
edit, it also doesn't look QUITE as bad in natural light, the light in the tent is quite harsh.
tomorrow I start sanding :-/ if I can achieve a satisfactory finish by sanding and polishing, thats what Ill do, but if I'm not happy with it ill just have to shoot another coat of clear. although I'm not sure the next coat will look any better..... :/
I did wet sand between coats... apparently not enough, but I did

welp. im ****ed. i hit primer in 2 places on the quarter panel. the trunk lid came out quite nicely, then i started on the quarter, and apparently i didn't have enough base or clear on there. gonna have to at least reshoot that quarter. hopefully i can get the rest of the car to sand out without any drama and just mask it off...
