If anyone here owns a '91 740, or equivalent thereof -- would you mind taking off the steering wheel and take a few pics? Looking to see how the horn buttons and air bag is connected since the previous owner seemed to have cut everything...

I've attached some pictures of what I'm seeing at the moment.

Anyone here have any insights that could help me get this steering wheel back together properly?

You need another clock spring with the wires intact. Make sure the replacement spring is centered when the wheel is straight or you'll break it when turning all the way in one direction.

You may also need a pigtail from a donor car. I can't tell where the harness is cut.

Awesome! Thank you for the insight! Looks like I'll be buying a new clock spring. Looking at the parts diagram, it looks like that black cut cable is for the airbags.

My only question now is how does the horn switches connect since I see no cables, and how do I test to see that the airbag system works?

The horn contact is on the steering wheel and is spring loaded. It touches the contact ring on the clock spring which can be seen in your first pic where there's a notch in the plastic ring.

The air bag system does a self test every time the key is cycled on. If there are any problems detected, the light will stay on and the system will be deactivated. This assumes there are no codes stored. If there are, you will need to clear them first.
