1980 264 gl diesel timing
 
Changed the head gasket and my co-worker messed the timing. This is day 4 non start. The Chilton says flywheel at 0 in bell housing window, injection pump pulley notch aligned with pump housing notch, and cam lobes set at highest angles (1 and 10 o'clock).
Why isn't she starting.

You need to check it with a dial indicator. The cam needs to be locked at the TDC position with the cam lock plate that goes into the back of the camshaft with the rear pulley removed. After setting the base engine timing with the cam locked and the flywheel at TDC, then you can move onto pump timing. The procedure is listed in the D24 greenbook which can be found on scribd.com and you need to set the base injection timing to roughly .95mm on the dial indicator face. It is a really in depth procedure but the green book outlines it fairly well. Also, d24t.com is a great resource base for these cars.

There is something about a lock bar and dial indicator too.

Cranking speed?
fuel primed?
Did it run before?
Were the pulleys lined up like that before you took it apart?

Cranking speed is a lot better with third attempt. Key on/key off is only priming we've done. And it did run.

Won't work unless everything is perfect, especially with low cranking speed.
Before you took it apart, was the IP pulley 'upside down' or lined up as you describe?

The injection pump was off a tooth. We didn't have to do a dial since it wasn't a new fuel pump.
Engine timing is still off a tooth so she's running rough.

No, your co-worker didn't messed the timing. The timing needs to be redone anyway after changing the head gasket. Yes, it does require special tools; cam lock plate, cam pulley wrench, dial indicator, dial indicator extension.

How do you know it's off a tooth?
