Just have not ever seen that "hand sign" nor one painted on a car.

I thought maybe it was a way of saying "Volvo" via hand signing.

To clear up the Wastegate/BOV question.

Wastegates, internal or external, are used to control boost pressure by directing flow of exhaust gasses around (re-routed to the exhaust) or away from (dump) the turbo. A boost signal controls the wastegate actuation, boost controllers alter the signal to raise or lower the boost pressure.

Blow-off Valves (BOV) also known as Diverter valves (re-route boost into the intake, pre-turbo) are between the turbo and throttle body and regulate boost surge in the charge pipes. Under open throttle conditions the valve remains closed, when the throttle is closed, a vacuum signal opens the valve to keep boost pressure from surging and causing damage to the turbo, i.e. compressor surge.

In that particular video you can hear the exhaust note become more aggressive, the wastegate has opened and is regulating boost. When the driver releases the throttle or shifts you can hear the loud "woosh" as air exits the charge piping through the the BOV.
