I think a lot of it has to do with cam choice. My setup is a 6284t bottom end with a 304 head with PC cams in it as they are the most aggressive 6 cyl cams available OEM.

Yep, Iím kind of kicking myself for not looking at that harness harder and realizing that it is also setup for a 6 cylinder as well before starting on spending the money to do a milspec-ish harness...

because you aren't talking about turbo sizing and flow, you are still concentrating on a peak boost number. Again, 28 psi through a straw isn't the same as 28 psi through a sewer pipe.

Not all OE trigger systems are created equal.

I would revert to what works first before messing around with maf and injectors (especially with just a 13c on it). Dump a set of stock 850t injectors and a stock maf back on it and see what it does....
