I've seen this caused mostly by bad harnesses...

My project = my car. Oops. Highly doubt I'll be touching 160 whp suction engine power (as they say) in the 940. In addition, welded up modded B230 intake is much less objectionable on a race car.

ENEM also specifies an intended amount of intake valve lift at TDC that you can use to time the cam. I'd start there.

Old hot rodder wisdom is to pick the cam you want and then buy one step smaller.

Adjustable cam gear also necessary if you're gonna shave the head (which you should)

I made a similar special tool for myself for hot wiring the pump.

My car had a similar problem that turned out to be a weeping fuel pressure regulator diaphragm.

Turbo computers with proper tune? Some boost. Probably as much as the little 13T can do before it starts throwing hot air.

I got mine from Midwest Turbo Connection, but they seem to not exist anymore. It's pretty easy, hardest part is getting the big ol' snap ring off the compressor side.
