It will just show in the database as previous Fail, the new tech may ask you why and of course he will be very cautious. Nobody wants to pass a car that failed elsewhere.

Possible to check with just a voltmeter. I think the sensor's plug is under the rear floor at the gas tank outlet/level sensor assembly and the sensor has a hose connected to it.

Most of the cats going bad are not plugged or restricted at all. May have just ran rich for too long, contaminated by coolant or oil burning. P0420 99% of the time is a cat needing replacement.
