Does the compressor clutch work? Check this by jumpering the controlled side of the A/C Compressor relay with an ammeter. Should draw about 3-4 Aish and you should be able to hear an audible click....

Yes sir, that looks to be correct. Try the pulling pairs thing first, and if it's not a bulb mismatch it'll probably be that sensor.

The bulb out relay is a high failure item on 240's, so there is a good chance that the problem is in the relay itself if the brake, tail, head, and markers are all functional.
