The seller says these measure 14.5mm. Maybe These are factory 14.2mm springs with the .3mm being paint and rust?

I did, yes. Just rattle can paint may chip and come off easily. Maybe scuff and use etch primer? I don't know how well etch primer does on chrome, though.

Does anyone know if shocks get "softer" with age? I have B6 HD Bilsteins on the rear of my 242, and they are well used. Not worn out by any means, just not that stiff brand new feel...
