How so?

The OP said the car apparently has 22K miles on it, but the belt was changed 40K ago.

Quite contradictory claims.

Normally I'd say "the odo has flipped over" but on these old Volvos it goes up to 999,999 before flipping, so if the odo shows 22K how could the belt have been changed 40K ago?

Unless the odo was replaced / tinkered with.

Something isn't kosher here.
