S/V/C E-Fan Issue

I'm working on a car with a non-functioning e-fan. Grabbed another off a '01 V70 and was surprised that it started to spin as soon as I connected it. The ignition was off. I disconnected it until I can find out if that is normal behavior, some kinda brief self test? Anyone know?

Stuck fan relay?

Not sure what year it started. But e fans will run on a warm engine sometimes on s60/v70s. It shouldn't stay on too long though.

Cold engine. These fans use a PWM signal from the ECU to activate the fan. Inputs to the fan control module on the fan shroud are positive, negative, and PWM.
