240 Are the timing marks missing from the lower cover?

I cant see the timing marks behind the alternator belts and it looks like they broke off. Should you be able to see them easily?

The timing marks for setting up the timing belt? You need to take off the crank pulley so you can see the timing marks. Then you'll also be able to see the notch on the washer to set the timing to the pointer on the front of the engine lower seal cover. On B21 you remove the six ten mm bolts on B230 remove the crank pulley.
 
^^^ dial back timing light, where you can adjust the timing light to flash xxx degrees advanced or retarded. Find you timing light manual and see if it tells you how to use that feature. IIRC, you need to set the timing light to 4cyl mode and you can then set it to 12deg adv (or whatever idle timing you want for your redblock) and it will flash when the crank and case are lined up. You should be able to watch the engine marks shift as you change the timing light adv/ret setting.
