Default Transmission starting in second

I have a 93 940 that the auto transmission starts in second gear. I can shift the gearshift down into first and it will go in the first, but if it's in drive the transmission usually starts off in 2nd. Would this be the shifter linkage adjustment? The kickdown adjustment? Or something else?
