Replaced 740 seats, seatbelt is stuck?

As the title says. Put in newer seats and the passenger side seatbelt is locked after I reinstalled the seat belt onto the new seat. There's no issue with the system under the B pillar, I already removed it to check and everything is fine. The issue is in the part that bolts to the seat. How can I unlock it? Don't want to kill my passengers I need to fix it asap. I feel like if I start taking it apart I'm going to mess it up for sure.

Try grabbing the part that goes on the seat just below where the belt comes off and rotate it until it is about vertical. At least that is what solves that in my 740

The retractor has to level.

Can someone elaborate a little bit more? I'm still unsure what you guys are proposing I try to get the seatbelt to work.

You gotta have it at the correct angle to unlock. It can be tough

I would unbolt it and try to hold it at different angles and see if you can get it to release.
