Blower motor still runs when key off, '91 245

I can still turn up the blower motor on any speed even when the key is off on my '91 245.
I'm having a draw that's killing my battery and this is one majorly noticeable thing I'm seeing. Any idea what's causing this?

At just a guess. I would check the fuse box for the wiring being connected to the wrong fuse. The power feed to the fan is a large white/black wire and should go to a switched power fuse.
 
The blower should be run by fuse #3, powered from terminal "X" on the ignition switch.
"X" also powers fuse #1 and #2; the other things included as "accessories".

Do the wipers also work with the key "off"?
How about the radio, or horn?

they all actually do too, yeah. So I should probably try a new ignition switch it seems.
