Surging/High Idle in Park and while Driving

So I recently cleaned my throttle body and IAC on my 1992 Volvo 240 GL because I don?t think they?ve ever been cleaned. Before cleaning them, the car idled high but nothing too crazy. After cleaning them, the car idles extremely high and surges up and down while in park. It also surges when I take my foot off the gas while driving. Is this normal or does something need to be changed to deal with this issue? Thanks!
 
Ide check for vacuum leaks, if you just had the intake system apart you probably left something off or one of the hoses didn't like being disturbed and developed a crack
 
Yes, first check for vacuum leaks. Also, your idle adjustment screw may be incorrectly adjusted. I've spent months chasing a vacuum leak just to realize my adjustment screw was completely out of normal range.
