Vintage Part ID help - 164 accessory or just a stock part??

I pulled this from the transmission tunnel of a junkyard 1972 164 probably 25 years ago for my 145.

But I never knew if it was something that all 164s came with or if it was a Volvo accessory.
It was mounted between the front seats.
It has a "krinkled" finish that looks to match the dashboard and interior windshield surround.
There is no part number or any other identification on it.

Any thoughts on what it is?

I've seen 164s with and without them in the yards, but that's not to say they didn't get smashed and removed
 
I think all 164's came with some sort of tunnel tray. The parts catalog shows 3 different ones depending on year of production with this one being the latest version. There's supposed to be a bracket to hold it in place as well.

It just seemed kind of chintzy for that era.
I do have the mounting bracket.
